ACCRA DECLARATION

Pan-African Youth Parliament for Democracy | Accra, Ghana | 3–5 August 2026

We, young Africans gathered in Accra for the inaugural Pan-African Youth Parliament for Democracy, represent the diverse regions, cultures and realities of our continent. We come together with a shared conviction: Africa’s future cannot be imagined or built without the full and meaningful participation of its youth.

We recognise Africa’s immense human potential, cultural diversity, natural resources, creativity and resilience, while acknowledging the persistent inequalities, democratic deficits, conflicts, climate vulnerabilities and barriers to opportunity that continue to affect our societies.

We envision an Africa where every young person can live with dignity, participate meaningfully in public life, access quality education and healthcare, move freely across the continent, benefit from economic opportunity and help shape the decisions that affect their future. We believe democracy must be experienced through everyday participation, accountability and inclusion, not only through elections and institutions.

Our Priorities

The Declaration identifies four strategic pillars:

1. Democratic Citizenship and Accountable Governance
We call for sustained civic education, open and accessible public information, stronger accountability and transparency, protection of civic space and meaningful youth participation in public decision-making. Young people must move from being consulted to having a genuine role in shaping policy and governance.

2. Peace, Security and Social Cohesion
We affirm that peace and security cannot be built for young people without young people. We call for meaningful youth representation in peace and security structures, support for youth-led peacebuilding, stronger early-warning and information-resilience mechanisms, and action addressing the exclusion, inequality and lack of opportunity that can contribute to insecurity.

3. Human Development and Shared Prosperity
We call for universal and accessible healthcare, stronger mental health support, sexual and reproductive health education and services, and sustainable HIV programmes. We also advocate for greater youth access to education, employment, entrepreneurship and finance, alongside continental mobility that enables young Africans to study, work, innovate and collaborate across borders.

4. Innovation, Sustainability and Africa’s Future
We affirm that digital inclusion is a democratic imperative. We call for affordable connectivity, digital skills, digital rights, data protection and greater African capacity to develop and govern technology and artificial intelligence. We also call for climate justice, energy sovereignty, investment in green skills and youth-led renewable energy initiatives.

Our Commitments

We commit to participate actively in democratic life, promote dialogue and peace, reject corruption, discrimination, violence, hate speech and exclusion, and support transparency and responsible leadership. We commit to using knowledge, technology and innovation for the common good, strengthening cooperation among African youth across borders and turning the aspirations of this Declaration into action.

We call on governments, institutions and partners to move **from consultation to co-creation**, from short-term interventions to sustained investment in African youth leadership, and from declarations of commitment to measurable action and accountability.

This Declaration is not an endpoint. It is a shared commitment to democratic transformation, youth leadership and African renewal.

The future of Africa is not a distant promise. It is a responsibility that begins with us. Together, we must build it.
